Zusammenfassung

Die Umweltverträglichkeitsprüfung (UVP) befindet sich im fünften Jahrzehnt einer verzweigten, sich stetig wandelnden Geschichte. Der Beitrag zeichnet die großen Linien ihrer Entwicklung nach. Er gibt einen Überblick über die transnationalen Arenen, in denen sie sich herausgebildet hat, fasst die wichtigsten Schritte ihrer Entwicklung zusammen und erörtert rechtspolitische Reformoptionen. Der Schwerpunkt liegt dabei auf dem Inhalt der UVP, und zwar auf der Bewertung der Auswirkungen, auf der Alternativenprüfung sowie auf einer Einbeziehung von Input-Wirkungen und sozio-ökonomischen Folgen. Ein abschließendes Petitum ist die Hochzonung der Strategischen Umweltprüfung auf die Ebene von Plänen und Programmen der EU.

Abstract

The environmental impact assessment (EIA) looks back to five decades of a branched and changeful emergence. The article summarizes the numerous transnational arenas that gave birth to the EIA and depicts the most important stages in the development of the EIA. It then discusses possible options for the future of the EIA. Its focus is on substantial issues, in particular the evaluation of effects, the testing of alternatives, and the consideration of inputs as well as of socio-economic effects. As a final petitum, the article proposes to establish strategic environmental assessment at the level of EU plans and programmes.
