Zusammenfassung
Die Zunahme von Windenergieanlagen führte in den letzten Jahren zur stärkeren Überprägung der Landschaft, was oft zu Gegenwind aus der Bevölkerung in Planungsprozessen führt. Zur Steuerung der Windenergienutzung auf regionaler Ebene werden viele, zum Teil nicht sachgerechte Methoden zur Landschaftsbildbewertung verwendet. Die Landschaftsrahmenplanung als Fachplanung des Naturschutzes kann aufgrund oft veralteter Pläne keinen Beitrag hierzu leisten. Die bundesweite Suche nach Fallbeispielen bestätigte diese Annahmen. Aus Fallbeispielanalysen wird deutlich, dass eine aktuelle Landschaftsrahmenplanung ein wesentliches Qualitätsmerkmal für Landschaftsbildbewertungen sein kann. Daher wurden Vorschläge entwickelt, die zu einer Verbesserung auf regionaler Planungsebene beitragen können.
Abstract
In recent years, the increase in wind energy installations has substantially altered landscapes and often caused local opposition in planning processes. In practice, numerous methods are applied to address the issue of landscape in regional wind energy planning, However, not all of them are suitable. Regional landscape planning is the sectoral planning instrument for nature conservation in Germany. As these regional plans are often outdated, their contribution to wind energy planning is limited as was found in a nation-wide search for case studies. However, up to date regional landscape plans were found to be a useful instrument for the assessment of landscape impacts. The article makes recommendations how planning of wind energy installations at the regional level can be improved.
